Dear Sir,

We have to thank you for your letter of the 20th No.22396/15. Our application to your office has, we think, not been understood. The License is nece88- ary because more than 25% of the value of Norit is due to enemy material.

We have obtained from the Board of Trade a license for importation of 50 tons into this country, and in our application fully explained the reasons why we thought application should be granted.

The same reasons there given apply with equal force to the application now made for Hong Kong..

We have been in communication with the Board of Trade, and they are good enough to promise to communicate with you regarding this matter. We shall of course be pleased to submit the reasoned request to your office if this is desired.
